Why does the guy to his left have to be riding outside the fairly wide bike lane? He could easily be riding to the yellow cyclist's right, in the bike lane.
Technically that is not a bike lane the yellow jersey rider is in - it is an emergency breakdown lane. The cyclist to the left is properly traveling in a "traffic" lane (Cyclists are traffic according to law). If you ever look at the ground closely in the emergency lanes you will notice glass shards, loose sand, metal bits n pieces which do wonders to a road bike tire inflated to 120 psi.
